Abstract
China is Mozambique’s second-largest cooperation partner, having supported the country’s independence and been the first to recognize it. Despite this historical bond, criticisms persist, particularly regarding the limited transparency of cooperation, its project-based nature, and its partial misalignment with national priorities. In the health sector, these features increase the risk of policy and operational discoordination.
This article critically examines Sino-Mozambican cooperation in health. It addresses the research question: to what extent and through which mechanisms does this cooperation contribute to Mozambique’s National Health System, and what structural constraints shape its outcomes?
A literature review combined with thematic analysis was conducted using ATLAS.ti. The findings indicate that the relationship has evolved from socialist solidarity to a partnership grounded in trust and mutual benefit.
Key areas of cooperation include biennial medical missions, health infrastructure development, training and capacity building, donations of medical equipment and pharmaceuticals, and research collaboration. However, several structural challenges persist, including language barriers, limited transparency, uncertain sustainability, weak Mozambican participation in planning processes, fragmented initiatives, and limited incorporation of locally driven solutions.
Overall, the model is likely to endure and is often perceived as less conditional than Western aid frameworks. The study recommends the establishment of robust monitoring mechanisms and stronger integration with national health strategies.
